THE OPPORTUNITY AWAITS YOU
The Manager of Facility Operations is responsible for the smooth operation of ongoing facility operations in elementary schools to support safe, healthy, well-maintained buildings and grounds that meet the needs of students and staff. This position directly supports Head Facility Technicians and other facility staff in 43 elementary schools and 10 high schools, manages contracted services including snow removal, grass cutting and cleaning supplies, and conducts quality assurance to meet cleanliness standards. This position works collaboratively with school and Division-based administrators to support effective school operations and sound human resource, budget, and asset management.
WHAT WILL YOU DO
As a member of Regina Public Schools’ management team, contributes to strategic and operational planning to achieve the School Division’s strategic objectives and priorities by:
- Participating in departmental strategic and operational planning and budget development as part of School Division annual processes, including:
- Developing annual Facilities department objectives and priorities to support the objectives of the School Division; o Translating strategic objectives into unit and individual work plans;
- Monitoring, reporting on and communicating work unit plan progress throughout the year;
- Suggesting changes in operational priorities during the year;
- Developing, implementing, and monitoring Facilities key performance indicators.
- Leading project teams of colleagues in the design, implementation and monitoring of Facilities initiatives by collating and analyzing data, identifying opportunities and challenges, researching proven practices, identifying trends, anticipating future developments, and evaluating strategies to improve organizational performance.
- Leading implementation of sound environmental practices to reduce waste, environmental impacts, and building operating costs.
- Sharing in the 24-hour on-call escalation responsibilities for building-related problems.
- Working collaboratively with other members of the Facilities team, Division-level, and schoollevel colleagues, demonstrating respectful, professional, and constructive working relationships.
- Working with Division and school-level leaders to understand and implement diversity, equity, and inclusion outcomes in the context of their own work to support Division strategic outcomes.
Leads, monitors, and manages elementary and high school operations to support the safe and healthy operation of Regina Public Schools buildings by:
- Planning, organizing, scheduling, directing and motivating employees to achieve maximum productivity and performance for the operation and cleaning of Division buildings.
- Implementing quality assurance programs through regular inspections against cleaning standards, analyzing quality assurance results, recommending and/or directing improvements, developing targeted professional development and training, and following up on initial performance concerns, escalating to the Supervisor if issues are not resolved.
- Planning and managing the annual condition assessment, purchasing and deployment of cleaning equipment, and managing ad hoc requests for equipment during the year.
- Communicating effectively and proactively with school-based administrators and staff to exchange information, identify and resolve issues, concerns and questions, and arrange special accommodations for students and staff.
Manages contractor-delivered building operations services including snow removal, grass cutting and cleaning supplies:
- Tendering and contracting according to Division requirements.
- Setting safety standards and establishing communication protocols between contractors and schools.
- Monitoring for quality, timeliness, and adherence to budget.
Effectively and diligently manages financial resources and department operations by:
- Assisting Supervisor of Facility Operations in developing and managing annual budgets and quarterly forecasts for caretaking supplies, equipment (approximately $1.5M, excluding salaries).
- Implementing appropriate expenditure controls to manage costs within budget and achieve Division and departmental strategic goals and objectives.
- Recommending changes in FTE allocations, work plans or priorities during the fiscal year to balance service needs with available budget.
Leads, directs, and manages staff by:
- Hiring, training, leave and vacation scheduling for direct reports.
- Written and verbal annual performance planning and evaluation for direct reports, escalating performance issues to the Supervisor of Facility Operations where necessary.
- Advising, guiding, directing, and authorization for direct reports in their daily work, consistent with established Division policies.
- Monitoring staff engagement levels and ensuring ongoing improvement to facilitate productivity, retention, and high morale; identifying potential gaps in skills in the department and initiating short- and long-term strategies to ensure ongoing qualified personnel are being recruited and developed.
- Ensuring the Division values/standards of conduct are understood and implemented throughout the team and personally demonstrating them in daily interactions and relationships.
- Regularly evaluating and analyzing current and projected capacity in the department and conferring with direct reports for any reallocation of personnel to assist in priority service demands.
Performs other duties on an as and when required basis.
WHO WE ARE LOOKING FOR
Apply today if you meet the following requirements:
- 5th Class Power Engineering certificate. Certification in Facilities Management/Building Systems Technician is preferred.
- Minimum five (5) years’ experience in facilities operations with at least two (2) years’ supervisory experience. A combination in years of experience and education may be considered where equivalent knowledge, skills, abilities, and competencies are demonstrated.
- Certification as a project management professional (PMP) or PRINCE2 is an asset. Knowledge, Skills and Abilities
- Excellent working knowledge of fire/safety system and code requirements as they apply to public buildings, preventive maintenance of HVAC, and plumbing and boiler plant equipment.
- Excellent working knowledge of building systems, trades and materials including electrical, plumbing, HVAC, carpentry, painting, flooring, and grounds.
- Advanced knowledge of institutional cleaning and caretaking processes, products, and equipment.
- Sound knowledge of Microsoft Office.
- Sound collaboration and conflict management resolution skills.
- Strong analytical, problem-solving, organizational, time-management, and planning skills with the ability to manage multiple and competing priorities and to consistently meet deadlines.
- Strong working knowledge of budgetary principles.
- Strong working knowledge of construction contracts.
